Oregon courier disclosures

The Lotto Winners Club is a private business and is not affiliated with, endorsed by, or an agent of the State of Oregon or the Oregon State Lottery.

Nothing on this website or in a transaction through The Lotto Winners Club gives rise to liability of the State of Oregon, the Oregon State Lottery, the Oregon State Lottery Commission, or their officials or employees.

Oregon orders may be placed only by eligible adults 18 or older who are physically located in Oregon, and outside tribal lands, at the time of the order.

The lottery ticket price and our service fee are separate, and both are shown before you confirm an order.

We do not charge a fee to pay a prize and do not take any portion or percentage of lottery winnings.

Lottery games are games of chance. Play for entertainment, not as an investment.

1. Agreement to these terms

These Terms of Service govern your use of www.thelottowinnersclub.com and the related services of The Lotto Winners Club, LLC, an Oregon limited liability company ("we," "us," "TLWC"). By creating an account, placing an order, funding or using your wallet, or joining a Team or Pool where one is offered, you agree to these terms and to the other documents linked from them: the Privacy Policy, Oregon Courier Disclosures, Wallet & Payments Policy, Ticket & Prize Claims Policy, Responsible Play Policy, and, for Teams and Pools, the applicable Prize Sharing Agreement.

We will not offer any feature where it is prohibited by law or Lottery rules.

2. Who we are

We are an independent lottery ticket courier. At your request, we arrange the purchase of official Oregon Lottery tickets from an authorized Oregon Lottery retailer on your behalf. We do not run any lottery or game of our own. Lottery and game names belong to their owners and are used only to describe the games; their use does not imply sponsorship or affiliation.

We are not yet authorized to operate as a courier in Oregon. We will not purchase tickets or accept deposits in any jurisdiction until every license or authorization that jurisdiction requires is in place.

3. Eligibility

  • You must be at least 18 years old.
  • You must pass our identity and age verification.
  • You must be physically located in Oregon, and outside tribal lands, each time you place an Oregon order. Oregon residency is not required.
  • You may hold only one account and may play only for yourself.
  • You may not use the service while self-excluded or suspended, or if the law or Oregon Lottery rules prohibit you from playing.

4. Orders are not tickets

An order, reservation, wallet debit, or receipt is a request for us to buy a ticket. It is not itself a lottery ticket and does not prove that a ticket was issued. A ticket exists only once it has been printed and validated through an authorized Oregon Lottery retailer terminal.

Orders depend on retailer hours, draw cut-off times, terminal availability, game rules, your location and identity checks, your available balance, and the ticket actually being issued. See the Ticket & Prize Claims Policy.

5. Prices and fees

Each ticket costs the Oregon Lottery's price ($2.00 Powerball, $5.00 Mega Millions) plus our flat $0.50 service fee. The two are shown as separate line items before you confirm, and we never mark up the Lottery's ticket price.

We do not charge a fee to pay a prize or to withdraw your funds, and we never take any portion of your winnings.

6. Your wallet

Your account includes a wallet: a record of your deposits, ticket purchases, prize credits, and withdrawals. It is governed by the Wallet & Payments Policy.

7. Tickets, images, and delivery

We link every ticket to your order, scan its front and back, make the images available to you, and store the paper ticket securely. You may ask us to deliver a ticket to you for claiming a prize, with no delivery fee. See the Ticket & Prize Claims Policy.

8. Teams and Pools

Teams and Pools are not available in Oregon at this time.

Counsel review required · Oregon amended its courier rule (OAR 177-040-0053), effective May 1, 2026, to prohibit a courier from selling an interest in a Lottery ticket or operating a matching service. Our attorney must decide whether Teams and Pools are permitted as designed, must be restructured, or cannot be offered in Oregon. Until then, Teams and Pools are not available in Oregon, and the site cannot charge anyone for them.

If Teams or Pools become available, each has its own Prize Sharing Agreement, which you must accept before joining. The Lotto Winners Club holds no seat on any Team or Pool and takes no share of its winnings. 100% goes to the participating members.

9. Prizes

Prizes belong to the lawful ticket owner or, for a Team or Pool, to its members under the applicable Prize Sharing Agreement. Prize payment depends on official validation and Oregon Lottery claim procedures, and on tax and identity requirements. See the Ticket & Prize Claims Policy.

10. Purchase limits

Oregon prohibits any individual, business, or group acting together from buying more than 3% of all possible number combinations for a single drawing without advance approval. We count every order across all of our members, Teams, and Pools toward that limit. We may decline orders, or set lower per-account, per-drawing, or service-wide limits, to stay within it.

11. Account security and acceptable use

  • Keep your information accurate and your password private.
  • Do not open an account for a minor or anyone else.
  • Do not use a VPN or any tool to disguise your location, or place an Oregon order from outside Oregon.
  • Do not commit fraud, abuse payments, launder money, use automated tools, or try to get around our limits or controls.

12. Suspension and closure

We may delay, decline, suspend, or close activity or an account when needed for legal compliance, security, responsible play, payment risk, identity verification, an investigation, retailer or Lottery requirements, or a breach of these terms. You may close your account at any time. On closure, your available balance is returned to your verified bank account, less any amount owed from a reversed deposit.

13. Results and disclaimers

Results, prize amounts, and jackpot figures shown on this site are for information only until officially validated by the Oregon Lottery. Odds and prizes vary by game. No feature, including a Team's bonus-ball coverage, guarantees a profit, the return of what you spent, or any particular payout.

14. Limitation of liability

Counsel review required · Liability limits, exclusions, and any damages cap will be set in the counsel-approved version. Nothing in these terms waives a right that cannot lawfully be waived.

15. Governing law and disputes

Counsel review required · Governing law, venue, and whether to use arbitration, a jury waiver, or a class-action waiver will be decided by counsel. These terms do not impose mandatory arbitration or a class waiver.

16. Changes

We may update these terms going forward. Changes are posted here with a new "last updated" date before they take effect and do not apply to tickets already purchased. Where the law requires your consent, we will ask for it at checkout before your next order. Continued use alone is not treated as consent.
